The latest version of radeon tweaker addresses this:

Another simple fix, but directx only, is to use DXDIAG.EXE including with directx. Go to "More Info" and click on the "override" button. The problem with this fix is that it will try to use that refresh rate for all resolutions.

are you refering to the frame rate of games or your display properties???If it is the second I believe that you haven't noticed something.Open the diplay properties select"settings"Then press "advanced"At the next window select "monitor" and uncheck the "hide modes that this monitor cannot display"Then return to the display properties ,select a higher resolution and then go back to "monitor" and select the refresh rate you like.With a radeon 32mb
DDR and a Hyundai V770 17" monitor ,windows allow me to set the refresh rate at 200hz cool huh?But @1024x768pixes it can't go over 85hz.Your monitor must be really good!!!!!
