Loki have released an OpenGL driver for UT v428 Windows that supports S3TC. I recommend ATI users use it because it works (No graphics glitches). If you’re using a Rage 128 that doesn't support Texture Compression, like me, you need to add the option 'UseTNT=1' and every thing will work.
