Default Question about new driver performance gains

This primarily to any ATI employee i.e. Catalyst Maker
this statement in the release notes :
Framebuffer read-back performance has improved dramatically (500% or more) in CATALYST™3.2. This feature allows an application to retrieve a fully rendered frame from the graphics adapter and manipulate it or store it in the system RAM or on the hard disk

What good is this? Does it have someting to do with the GetRenderTargetData function that DX9 uses? Because I use Fraps to record in game video. Fraps has been programmed to use the DX9 function to make an AVI and take screenshots. Does this optimization help that?

I think this just improves the performance when the card uses system memory (Such as AGP Aperature). Not positive though.
