Default two problems with using an X1650 ATI card

I recently purchased a (new?) x1650 agp card on ebay and installed it on my pc. Current drivers are 6.14...
I tried to download drivers but was notified that I was attempting an unauthorized dl. Asked why have not received a response.

Another problem I am having is that when trying to play a game (Freelancer) I have already been playing prior to the installation I receive a message, " A debugger has been detected. Unload the debugger and try again". I have read and tried many of the suggestions from those who have had this problem with no satisfaction. Now I look to you for help.

Problem 1. downloading drivers
Problem 2. " A debugger has been detected. Unload the debugger and try
again"
Any suggestion for help would be greatly appreciated. Please leave off discussions which do not directly address these issues. Thank you for your help and consideration.
