Dual video cards, second video card very slow

I've got a dual video card machine (Radeon 9600 AGP, Radeon 9200SE PCI), designed for a quad monitor setup, although it's only running dual monitors (VGA-OUT on both cards).

Video performance for the Radeon 9600 is fine, but the Radeon 9200SE is dog slow. Standard Windows operations such as maximizing, minimizing, and restoring a window have a noticable screen draw, whereas the 9600 is instantaneous with such operations. Things like changing tabs in Firefox also bog down on the 9200SE.

Any help is appreciated.

System:
Athlox XP 2500+ overclocked to 3200+
Asus A7N8X Deluxe
512MB Corsair XMS 2-2-2
Radeon 9600 AGP
Radeon 9200SE
Catalyst 5.2

I am having a similar issue.

AGP Radeon 9800 Pro
PCI Radeon 9250

The second card / monitor seems to be rendering in software mode not hardware. This is affecting normal scrolling in applications as well as gaming. Anyone have any suggestions?

I do have UltraMon installed BTW
