So it was just a driver issue all along.

Yep the cards boosted beyond their stable clocks, and that was it. If anything at least the clickbait internet community made nvidia release a driver ASAP.

I watched a couple analysis videos of the new driver yesterday and I thought they said boost clocks were not changed with the new driver?

Seems like the issue was erratic boost behavior, not the actual boost clock.

That would explain it better, because the comparisons of max boost clocks between drivers were exactly the same.
